Gaines, Lloyd Appointed to England Authority Board

The Alexandria City Council approved Mayor Jeff Hall’s appointment of Dr. Curman Gaines and Col. Katrina Lloyd to serve on the England Economic and Industrial Development District Board of Commissioners during the council’s regular meeting October 1. Each was appointed to serve a four-year term expiring Sept. 9, 2023.
“I’m excited about each of these appointees, and I believe they will represent the interests of Alexandria and all of Central Louisiana,” Hall said. “Dr. Gaines has been serving admirably on the board for the past 16 years, and I know he will continue to do a great job with his strong business background. And I’m pleased to be able to add Col. Lloyd as a new representative. I believe her military experience and proven leadership abilities will be a real asset to the England Authority Board of Commissioners.”
Dr. Gaines, beginning his fifth term on the board, is a retired school educator and administrator and is President/CEO of Gaines and Gaines, Inc. Col. Lloyd is the Battalion Commander for the Louisiana State Medical Command and State Surgeon for the Louisiana Army National Guard.

Lloyd,” said Sandra McQuain, executive director of England Airpark and Alexandria International Airport. “The England Authority enjoys a tremendous partnership with the City of Alexandria and we thank Mayor Hall for appointing these two outstanding leaders to our Board.”
The England Economic and Industrial Development District Board of Commissioners oversee operation of the England Authority which includes England Airpark and Alexandria International Airport. The England Authority was created to manage the assets of the former England Air Force Base when it ceased operations in 1992. The airpark covers 3,600 acres and has more than 300 units of housing as well as 1.5 million square feet of commercial space.
