Mission Statement

To manage federal entitlement grants, including Community Development Block Grant (CDBG), HOME Investment Partnership Act, and HOME-ARP to effectively and efficiently administer programs and activities related to these funds.

Function Description

The Community Development Department is responsible for managing federal entitlement grant funds, preparing all associated reports, complying with all federal and state requirements, maintaining records according to federal guidelines, and effectively administering the following programs:

Homebuyer Assistance Program

Homebuyer Assistance Program uses federal funds to provide up to $55,000 of down payments, mortgage principal reduction, closing costs, and/or education training to purchase an existing home or newly constructed home within the Alexandria City limits for low to moderate income qualified applicants.  For more information on this program, contact the Rehab Program Manager at 318-449-5074.

Housing Rehab Programs (CDBG Minor and HOME Major)

Housing Rehab Programs (CDBG Minor and HOME Major) uses federal funds to assist to low income qualified recipients with repairs to their homes to improve their living condition and extend the usable life of the structure. These programs ensure that 50% of all awards are applied to Senior Citizens over the age of 55 years old. Applications generally taken in March annually on a first come, first serve basis. Demolition Program

Demolition Program uses federal and City funds to enforce the City’s Ordinances and the International Property Maintenance Code on abandoned, blighted, burned and deteriorating structures. Property owners are notified of legitimate complaints for life safety issues affecting the surrounding area regarding their structures and are afforded the opportunity to correct the issues. If corrective action is not taken timely, the City moves through the condemnation process to have the structure demolished and liens the property for associated expenses. Complaints are processed in the order of severity of hazard to the community. For more information on this program, contact the Demo Program Manager at 318-449-5071.

EPA Brownfield Assessment Program

EPA Brownfield Assessment Program provides federal assistance to eligible property owners to test hazardous substances they may have on their site and develop a plan for remediation. For more information on this program, contact the Program Manager at 318-449-5071.

CHDO Sub-recipient Program

CHDO Sub-recipient Program uses HOME funds to assist in funding operating costs to manage construction Programs. This ensures compliance with grant agreements and HUD regulations. For more information on CHDO, contact the Administrator at 318-449-5070.
