This committee shall have five participants, including the chair and two rotating council members throughout the year selected at random periodically by the President to serve two-month reviews.  For a capital project affecting only a specific district the President of the Council may assign for the district project the district councilperson, in lieu of one rotating council member participant.  The committee shall have a standing chair and relative to each project or selection two additional individual participants from the administration as designated by the Mayor.
